    I’m here to help you guys out. Whatever best possible I can do. Don’t know if you remember the pub adm answers thread which I started. You guys post your answers atleast so that I know whether the problem is there in content or presentation. Also I’ll share my answers with flowcharts n diagrams.

  • @doodlebean mam i had this query in mind as how to adress this question ... like a generalised answer(like how taxes, revenue security, justice, policies, good governance are important in present times and a government at present cant be imagined without these features).... or I should stick to the kautilya saptaranga theory in particular..
    we can write about the saptaranga theory as what administration was according to kautilya..about importance of

    1. king(prime minister),
      2.minister (group of ministers, council of ministers),
      3.territory (center n relation with states) ,
      4.fort(internal security)
      5.kosh (economy n finance)
      6 army
      7 allies (international relations etc)

    ps: i am a novice and was unable and confused about framing the answer with the little knowledge i had so i asked it here and and thats really so generous of u to respond to my query. 😊

    Intro - Kautilya in his seminal treatise Arthashastra mentions the statement to highlight importance of coordination and cooperation in various organs of the government and governance.

    Body- As per Kautilya

    1. Chariot of governance can't run without coordination and cooperation of multiple departments/actors/aspects of governance.

    2. King alone can't govern. He needs cooperation of CoM and other angas (total 7) for proper governance.

    3. If this is not done sooner or later governance will fail >> there will be Kopa/anger in public + Matsaya Nyay (anarchy and rule of force) >> the king will be at the ultimate receiving end.

    Relevance of these wisdom words of kautilya today -

    (Link here with all possible things in Current times like impact of emergency decision by Indira Gandhi without CoM will or Multi actor governance era of today or Success of flagship scheme depends on cooperation of silos working deptt integration or recent approach to tackle naxalism with cooperation of all rather than only one wheel ie center govt/army or GST council etc etc)

    Conclusion- Thus we can say that synchronized movement of all wheels alone can move chariot of governance, development and trust with not just better balance but also with better speed, in desirable direction and for reliable assured journey.

    Guess there’s less presence here on the thread but many people following this as silent spectators. What we can do is to take up discussion Paper wise or Chapterwise maybe... Somebody can post questions and answers as well and we can contribute by suggesting amendments in content or presentation whatever the case maybe... also we can post our answers intermittently.

    4.(b) "Chester Barnard's model of 'Contribution-Satisfaction Equilibrium' is still considered a logical model of organisational motivation." Do you agree? Give arguments.

    4.(c) "The political approach to Public Administration stresses on the values of representativeness political responsiveness and accountability through elected officials to the citizenry" (David H. Rosembloom). Comment.

    5.(e) "The process of administrative development is generally slower than the process of socio-economic development." How can the speed of administrative development be made faster ?

    1. (a) In order to be development-oriented, bureaucracies need to be innovative, flexible, citizen-centric and result-oriented, but they are slow in imbibing these virtues in a democratic system. Do we need to go beyond the traditional models of bureaucracy and create alternative structures ? Elaborate.

    6.(b) “Administrative values have no value unless they are valued by all stakeholders of the governance system." Comment.

    6.(c) “Lateral entry is an antidote to the complacency in civil service.” Discuss.

    1. (a) How does ethnocentrism impact development administration in achieving sustainable goals ? Argue with examples.

    7.(b) “Monetary policy of a country can help or hinder its development process." Discuss.

    7.(c) "Sound Performance Auditing is impossible without systematic Performance or Outcome Budgeting." Explain the relationship between the two.

    8.(a) "Administrative systems across the world can be understood only in their respective historical and social contexts." Explain the statement giving examples.

    8.(b) Currently, administrative training focusses more on improving efficiency than on transforming the attitudes and behaviour of civil servants. What type of training will you suggest to fill this gap ? Elaborate.

    8.(c) "A public policy without the active involvement of people in its formulation, implementation and evaluation is only a facade." How can this anomaly be corrected ?

    Start with 2018 question paper. Paper 1 Question 1. Whatever the quality of content be. Start making flowcharts n diagrams as well. Improvement is bound to come with each passing day. We ( me , @IWRA , @Yo_Yo_Choti_Singh ) will add and elaborate wherever the need be. Best wishes.

    Answer) A wider meaning of public administration has sought to expand its ambit by including any administration that has considerable impact on public. Public administration is a means in which policy decisions made by political decision makers are carried out.
    Public administration is decision making, planning the work to be done, forumulating objectives and goals, working with the legislature and citizen organizations to gain public support and funds for government programmme, establishing and revising organization, directing and supervising employees, providing leadership, communicating and receiving communication, determining work methods and procedures , appraising performance, exercising controls and other functions performed by government executives and supervisors. It is the action part of the government by which the purposes and goals of government are realised.
    Public administration as-

    1. The basis of government- a government can exist without executive or judiciary but it can never exist without administration.
    2. an instrument for implementing policies- the basic service which is performed for the public
    3. an stabilizing force in society- it is often observed that though government changes violent change is seldom experienced by administration
    4. an instrument of social change and economic development
    5. good governance
    6. e-governance – some of the modernized features of public administration making things easily accessible to the citizens
    7. concept of participatory development
    8. performing various technical and specialized functions-
      Public administration is determined by what an administrative system does, the basic functions of an administration is formulation, implementation and execution to meet the needs of public. Public administration is evolving , the burden of public duties on government has been steadily increasing a government that is accountable and responsive to the needs and expectation of its citizens. Being an action and executive field of government, public administration has never had a settled boundary the activities of a government has expanded and contracted on contextual circumstances.

    It’s a good attempt provided the parent question be ‘scope of public administration’....read the question again. Don’t you think the parent question is discipline being boundary less or not??
    What makes that 20 percent difference between toppers and others is understanding the question properly .... like You’re communicating with the examiner through your answer- ‘I can only see what you wanted me to see.’

    You’ve actually touched the soul of the question. Good work. However even if the content is good you haven’t elaborated it well. If I were to correct your sheet then goodness on content will balance out with poor presentation. Hence average marks.

    P.s I may sound rude. But believe me my mentor was brutal. That’s how I learnt.
