the Minister are collectively responsible to the parliament in general and to the Lok Sabha in particular.

@Gunjan_mishra Rajya Sabha cannot bring down the govt by passing a no confi motion, only LS can.
@Gunjan_mishra 1. Responsible to parliament in general means that both houses hold government accountable for its actions by day to day functioning of the parliament - motions, question hour, deliberations et al.
2. Particularly responsible to LS (Art 75) means that if a bill is not passed in entirety by the LS - it means that the govt has lost its majority in the house and CoM must resign collectively as they sink and swim together. Also, No Confidence Motion can be introduced and passed only in LS.
RS cannot introduce such motion since its permanent house and not directly elected - hence it cannot decide fate of govt.
