How do Govt schemes work, allocate funds and the issue of State Consent
Hi , I have a very basic query :
Does all the schemes and programmes launched by government of India have an associated law with them ( eg MGNREGA has an act , Mid day meal comes under NFSA act)
but some like Ayushman Bharat , PM awas Yojna do these also come under some act ?
If No , then how is money appropriated for these schemes ? they must have been mentioned in budget and appropriation act and demand of grants by ministeries
Can a state refuse to implement a centrally sponsored scheme (60:40 share) ? Does Union government gives direction to state government to implement centrally sponsored schemes
if the state government refuses will it be considered sufficient ground for Article 356 to be invoked?
